China’s plan to merge nine cities from around the Pearl River Delta will create a 16,000-square-mile urban metropolis with a population of around 42 million. The new mega-city, which will cover a large part of China’s manufacturing heartland, will get infrastructure improvements, including schools, hospitals, and public transportation—29 rail lines, totaling 3,100 miles, will be added, cutting rail journeys around the urban area to a maximum of one hour between different city centers.
