Design firms Dewberry, Fairfax, Va., and Phillips Swager Associates, Peoria, Ill., have agreed to merge their architecture and building design operations, effective this fall. The new entity will be called PSA-Dewberry and will have a staff of more than 260 designers.

Ted Kleiner has joined New York-based architect STV Inc. as VP of the firm's aviation/transportation practice. Kleiner recently retired from the Port Authority of New York and New Jersey.

Architect Mancinic•Duffy of New York has hired four principals from New York-based retail specialist Tucci, Segrete & Rosen, which closed its doors after the May 2004 death of it founder Dominick Segrete. Evangelo Dascal, Ed Calabrese, Lisa Contreras, and Brett Rosenfeld will head the firm's new retail group.
