Bipartisan major housing bill passes Senate

Directs HUD to adopt a batch of best practices to boost housing supply.
Oct. 22, 2025

The bipartisan ROAD to Housing Act, which directs HUD to adopt new measures to boost housing supply, recently passed the U.S. Senate.

The legislation calls for HUD to collaborate with housing experts to outfit state and local governments with a wide range of options to increase housing production. Most of the provisions are intended to make building housing easier on the local level to increase supply and reduce prices.

For example, the bill would allot more Community Development Block Grant funding to communities that welcome housing growth. The bill, included in the National Defense Authorization Act for Fiscal Year 2026, advanced to the House for approval.

It’s the first bipartisan major housing legislation in more than a decade.
