It's a fax thing for checking on new systems

A remote location temperature and humidity fax logger records and sends data to building owners and operators by fax or e-mail with use of a third-party e-mail fax service provider. The FX420 plugs into a standard telephone outlet and can monitor temperature ranges from 0 F to 100 F and humidity ranges from 0 percent to 95 percent relative humidity. These loggers are ideal for monitoring remote construction sites, including tracking environmental conditions when installing flooring and applying paint. The system can also keep one informed as to how new building automation systems are working, especially during times when the building is unoccupied. The logger features an auto line seizure and auto callback to ensure that the data will be sent. It has a 9-volt battery backup and an LCD display.
