Jacksonville, Fla. (July 6, 2009) - Stellar, a design, engineering, construction and mechanical services firm, is working with the U.S. Army Family Morale, Welfare and Recreation Command (FMWRC) to design and construct several new facilities, renovations and additions. The focus of FMWRC is to ensure the best quality of life for military personnel and their families.

Stellar was awarded a Nonappropriated Fund (NAF) indefinite quantity/indefinite delivery (IDIQ) contract by FMWRC in 2005. Under this contract Stellar was awarded six task orders totaling nearly $70 million. All contracts are awarded using NAF funding and do not utilize taxpayer dollars. The six projects are currently in the design phase, with construction anticipated to begin at various times between July and the second quarter of 2010. Additional projects may be awarded under the IDIQ contract.

The IDIQ projects include:
• A 30,000-square-foot facility in Fort Lewis, Wash. to house FMWRC’s Better Options for Single Soldiers (BOSS) program. The facility will be an on-base recreational venue offering arcade-style gaming, mini-theatres, and food and beverage services.
•  Several exchange additions and renovations for the Marine Corps Community Services (MCCS) NAF program. Stellar will build a 40,000-square-foot addition to the exchange – the military equivalent of a department store – in Fort LeJeune, N.C.; a 15,000-square-foot addition in Henderson Hall, Va.; and one in Kaneohe Bay, HI (pronounced kah’-nee-oh’-ee).
•  A new, 15,000-square-foot golf clubhouse in West Point, N.Y.
•  An addition to and renovation of a package store and gas station in Quantico, Va. The U.S. Marine Corps is currently evaluating to determine if an entirely new facility would be more cost-effective.

The FMWRC mission is to create and maintain "First Choice" MWR products and services for America's Army, essential to a ready, self-reliant force. FMWRC also supports MWR (NAF) programs in other Department of Defense (DOD) services, including, but not limited to, U.S. Marine Corp, U.S. Navy, U.S. Coast Guard, and the U.S. Air Force.
