FMI’s Q1 2026 CIRT Sentiment Index shows renewed momentum across the design and construction sector, with stronger outlooks, growing backlogs, and planned hiring.

When asked how current backlogs compare to the close of last year, 71% of respondents said they are higher, outpacing the expansion reported last year and indicating improved momentum entering 2026. One constraint remains, though. Workforce availability continues to pose problems with skilled labor shortages and cost pressures persisting. 

Talent strategy has become a core driver of performance, FMI says. Recruitment, retention, and workforce development will define competitive advantage in 2026. Some 67% of respondents plan to hire more in 2026 compared to 2025.

Another notable survey finding: respondents most often cite visibility and early exposure as effective levers for recruiting and retaining women in construction.
