UCLA professor Donald Shoup believes free or inexpensive parking is the root of many urban evils, including sprawl, wasted energy, and air pollution. Adding to the problem: city codes that require developers to provide too many parking spaces. Obviously, many disagree with Stroup and don’t see parking as a problem.
