California voters approved a proposition to make it easier for government agencies to give private firms a bigger share of their engineering and design work. In 1997, the California Supreme Court interpreted the state's civil service law as requiring state-employed engineers to be used if they are able to perform a service. Approval of the initiative will result in an amendment to the state constitution to enable state and local agencies to award design and related contracts to private A/E firms.
