Perkins+Will has written the design controls for the redevelopment of a 28-acre surface parking lot in San Francisco into a mixed-use waterfront community called Mission Rock, which would have a mesa running through it to handle sea levels that are projected to rise as high as 66 inches by 2100, compared to 24 inches today.
