Developers interested in acquiring and renovating the 2.4 million sf J. Edgar Hoover FBI building in Washington, D.C., can propose a property trade with the General Services Administration. The GSA put out RFIs for ideas on how to get a new FBI headquarters and how to redevelop a large swath of federal office space in southwest Washington — all without spending any money.
A retrofit of the Hoover building for the FBI would cost between $850 million and $1.1 billion, but would still not meet security needs, the GSA says. Instead, the GSA would like to exchange the Hoover building for property in the D.C. area that could serve as the FBI’s new headquarters. It also wants to redevelop the Federal Triangle area in southwest Washington that includes the Energy Department headquarters and its annex, the Federal Aviation Administration buildings and GSA’s regional office building. The agency is asking developers for ideas on how to finance the redevelopment of these buildings.
