    Average construction materials prices rose by a slight 0.1% between August and September, following much larger gains over the prior two months. Prices for products used by the construction industry increased at least a bit during each of the first nine months of 2002, following a decline of 0.9% between full-year 2001 and full-year 2002.

    • Forbes ranks states by their “greenness.”Vermont, Oregon, and Washington topped Forbes's inaugural list of America's Greenest States. The report ranked each state by measuring and comparing key environmental factors, such as carbon dioxide emissions per capita, energy efficiency and air quality policies, and the number of certified green buildings.

    Construction steel prices fell from August to March in a weak investment environment, as new supply appeared from previously shuttered capacity and from imports. Prices are now rising, with much of recent decline expected to be reversed by later this year. Prices will top the peak 2002 prices by late 2004.

    Construction spending for manufacturing facilities jumped 31% in the last two quarters. It is forecast to increase 30% or more by the end of next year and will continue to expand into 2007. Nonetheless, the after-inflation value of manufacturing projects two years ahead will still be less than half of the peak level reached in 1998.
