McCarthy Building Cos., St. Louis, has named Keith C. Penny VP of business development in Nevada. Penny will oversee all sales, marketing, and client development efforts for McCarthy in the state.

Anthony Cracchiolo has joined STV Inc., New York, as senior VP and director of design. In this newly created role, Cracchiolo will lead STV's work in the transportation, energy, and environmental markets.

Rosser International, Atlanta, has named Roland Vaughan CEO. Prior to joining Rosser, Vaughan served as CEO, president, and director of business development for Sherlock, Smith & Adams, Birmingham, Ala.

Crystal Barriscale has joined HOK's planning group as VP and director of planning/landscape architecture in its San Francisco office. Barriscale will lead large-scale public and private projects throughout the West Coast.
